Need a term for powder that when mixed with water turns into hard acrylic type material.?

I saw this on a home remodeling show a while back, and I cannot remember the term for a powder that when mixed with water will turn into a hard clear surface.

I am trying to make a couple of interesting table tops, and supposedly this stuff can handle hot plates and stuff. I am also wondering if i can mix color in with it as well, to give it a tint.
